      Description

Android 4.2 does natively support Cell Broadcasts (http://www.anandtech.com/show/6440/google-nexus-4-review/4 'Odds and Ends'), but does not default enable it. From frameworks/base/core/res/res/values/config.xml:

<!-- Set to true to add links to Cell Broadcast app from Settings and MMS app. -->
      <bool name="config_cellBroadcastAppLinks">false</bool>

It seems that the package 'CellBroadcastReceiver' is also required.

Cell Broadcasts are used by the Dutch government under the name of 'NL-Alert' to alert citizens in case of emergency situations.
The Galaxy S2 is officialy supported by the Dutch government (http://translate.google.nl/translate?sl=nl&tl=en&js=n&prev=_t&hl=nl&ie=UTF-8&eotf=1&u=http%3A%2F%2Finstelhulp.nlalert.nl%2Fsamsung%2Fi9100-galaxy-s-ii%2Fnl-alert%2Fnl-alert-op-jouw-mobiele-telefoon%2F is translated from Dutch to English)

I've just received a national test of NL-Alert. The message displayed was clear and was even read out-aloud. It's alive!

No it's not alive Pieter. Nothing has changed regarding Cell Broadcasts on CM.
What phone and ROM are you using? And what language is your phone on?

I have not received an alert myself on i9100 with every CB option enabled. We still need the Channel options....

I do see reports of other people on stock Nexus 4 (4.3) that have received the Alert (Nexus also does not have the Channel options) so my guess is that they changed something on the sending side of the broadcast. Here is an example: https://plus.google.com/u/0/+KeesFolmer/posts/H5jVrJk239A

Still, a lot of phones can NOT receive the broadcasts.

I also see reports of Nexus 5 users receiving the NL-alert broadcasts, but I am not sure yet if there are any changes to AOSP code regarding CB.

My Samsung Galaxy Note II receives NL-Alerts (CB channel 919) with the stock firmware, but with CM 10.1.3-n7100 it doesn't. Pieter, can you tell us more about your device and CM version?

I believe cell broadcasts can provide essential information in case of emergencies, so I was pretty shocked when I discovered that I couldn't receive NL-Alerts while all alert options ("Show extreme threats", "Show severe threats" and "Show AMBER alerts") were enabled.

Sorry to hear this has not been resolved. I've got a Sony Xperia Z with Cyanogenmod 10.2 M1 (2 november 2013). I've got those three options enabled (don't know if they were by default).

This is what is missing for NL-Alert to work properly: Channel configuration (see screenshot from Galaxy S2 Plus)
